Preheat oven to 400°F. Grease muffin tins. Set aside.
Mix shortening, butter, sugar and eggs until fluffy.
Add flour, cream of tartar, baking soda and salt. Mix until combined.
In a small bowl mix together Tbsp sugar and 2 tsp cinnamon.
Roll dough into 1 1/2-inch balls and then roll in cinnamon sugar mix.
Place into muffin tin and flatten slightly.
Bake 10 - 12 minutes.
Remove from oven and place spoonfuls of apple fruit filling onto each cookie cup. Garnish with a sprinkle of cinnamon if desired
